Every horse has a limit to its potential. Check the message popup when trying to compete with your horse. If it says that the horse needs higher stats to progress, you need to train it before it can level up. However, if it says that the potential is too low, your horse has reached its limit and can't level up another tier. You can get better horses through upgrading the trailer or through the store.
